The City Council is the legislative body for the City of Pico Rivera and is charged with making policy decisions in an open, public setting in a spirit of equity, fairness and transparency. The City Council sets the vision for the City through adopted Ordinances and Resolutions, which constitute the laws of the City. These policies are then executed and carried out by the City Manager as Chief Executive Officer for the City.
There are five council members who are all elected at large on a non-partisan basis. Because the City has a rotating Mayoral system a member of the City Council serves as Mayor and is the presiding officer of the Council. The agenda for each City Council meeting is directed by the City Manager and is prepared and assembled by the City Clerk.
Council members also serve as the Board of Directors of the Pico Rivera Successor Agency, the Housing Assistance Agency and the Pico Rivera Water Authority. A separate agenda is prepared for meetings of these bodies, which are typically held in conjunction with regular City Council meetings.
Per Resolution No. 6787, the order of business of the City Council shall be as follows:
If you wish to speak during any of the oral or public comment portions of the City Council meeting, please fill out the desired color-coded card as you enter the Council Chamber and prior to the start of the meeting at 6:00 p.m. Once the meeting has begun no further cards will be accepted.

Any person wishing to address the City Council has 3 minutes to do so. Please direct your remarks to the City Council as a body not to any particular individual. While we encourage your comments, please be respectful in your communications towards the City Council being mindful that these meetings are televised to a large audience.
As soon as your name is called by the Presiding Officer (Mayor), please step up to the podium, state your name for the record and begin your remarks. The timer upfront will indicate yellow to warn you about the expiration of your time, the red light will come up when your time has fully expired. When you see the red light, please conclude your remarks and step off the podium so that the next speaker may approach.
Members of the audience are asked to refrain from clapping or otherwise speaking from their seats and out of turn. Those not abiding by these basic standards of decorum may be escorted from the meeting.

Proclamations or Certificates presented at a City Council Meeting may be limited due to time, and will be scheduled on a first request basis. *COVID-19 UPDATE – In the interest of Public Health, City Hall and City Council Meetings are currently closed to the public. At this time, no physical presentations will be made during City Council Meetings. Please contact the Office of the City Clerk for more information.
The City Council meets on the second and fourth Tuesday of every month unless the meeting is cancelled by Council action. The City Council meets at 6615 Passons Boulevard in Pico Rivera, California in the Council Chamber.
