2021-2029 HOUSING ELEMENT UPDATE (6th Cycle)

The Housing Element is a state-mandated and city-initiated policy document included in the City of Pico Rivera General Plan. The Housing Element identifies policies and programs to meet existing and projected future housing needs for all economic segments in the City. The 2021-2029 Housing Element identifies specific actions to be taken over the planning period to address local housing needs.

NOTICE OF INTENT AND MITIGATED NEGATIVE DECLARATION

The City has made the draft Mitigated Negative Declaration available for public review and comment pursuant to the California Code of Regulations, Title 14, Division 6, Chapter 3, Section 15072.  The Mitigated Negative Declaration includes a description of the proposed project; an evaluation of the proposed project’s potential environmental impacts; the findings of the environmental analyses; and recommended standard conditions and mitigation measures to avoid/lessen the project’s significant adverse impacts on the environment.  All comments must be submitted  in writing to Julia Gonzalez, Planning Division, City of Pico Rivera, 6615 Passons Boulevard, Pico Rivera, CA 90660.   The comment period during which the City will receive comments on the Draft Mitigated Negative Declaration is:

Starting Date:  Friday, December 17, 2021 End Date: Monday, January 17, 2022

Document Availability:  The draft 6th cycle Housing Element Update and draft Mitigated Negative Declaration are available for public review during regular business hours at City Hall Community and Economic Development Department, 6615 Passons Boulevard, Pico Rivera, CA 90660 and during posted library hours at the following: Pico Rivera Library, 9001 Mines Avenue, Pico Rivera, CA 90660 and Rivera Library at 7828 S. Why is the City updating the Housing Element? 

The State of California requires that each jurisdiction update its Housing Element every eight (8) years to address future housing needs. The current adopted Housing Element covers the 2014-2021 planning period. The City is now planning for the 2021-2029 planning period.

Background:

The Regional Housing Needs Assessment (RHNA) process is mandated by state law and quantifies projected housing growth needs for Pico Rivera and the region. HCD and SCAG determine regional housing need projections for the 2021-2029 planning period.  With some input from the jurisdictions, SCAG establishes a methodology that allocates growth need for each city in the region.

For the 2021-2029 planning period, the City of Pico Rivera was allocated 1,024 units to accommodate the City’s share of the regional housing needs.  The City’s share of the regional housing needs is distributed by various income categories. The Housing Element must provide adequate sites to accommodate this allocated housing growth.

  • Ensures that Pico Rivera complies with State housing laws
  • Allows Pico Rivera to become eligible for State grants and funding sources
  • Demonstrates Pico Rivera’s ability to meet future housing growth need
  • Allows Pico Rivera residents to further engage in the planning process
